iPark Boston, with the Korean
Information Technology Promotion
Agency (KIPA). Our staff,
working with Korean companies,
performed product assessments and
market readiness of new products in
the deep-packet-inspection security
market. In addition, all marketing
materials and user documentation
were reviewed, with full reports on
changes required to meet the needs
of U.S. consumers. Financial models
were defined to quantify entrance
costs into U.S. markets, and viable
"brick-n-mortar" and Internet sales
channels.

A functional web system was built
and operated to analyze real-world
logistical problems associated with
order fulfillment to "higher
economic risk" countries. The
analysis considered the effects of
consumer and business fraud, credit
card misuse, the impact of the U.S.
merchant processing gateways and
their control and dispute
mechanisms, and customs/export
issues affecting charges and total
delivery times.
Internet Marketing Analysis,
for SafeSource LLC
IT GlobalSecure defined the
customer markets and purchasing
criteria of B2B customers for
targeted Internet markets in Europe
and Asia. The verticals considered
included: Telecommunications,
Insurance Companies, Law
Enforcement, and Entertainment
clientele.
Quixotic Solutions Services
for Secured Network Gaming
IT GlobalSecure staff supported
the design and prototyping of a
secure three-layer protocol to
create electronic digital contracts
for games played over a network.
This fraud-prevention protocol
features a robust transaction
protocol for reliability,
authentication, and non-repudiation,
and an application interface
incorporating cryptographic elements
for securing of game events within a
game application.

Internet Modernization Project
In this effort, Ms. Campbell was
the Engineering and Project manager
for the Treasury Communications
System Internet architecture, which
supported a base of 250,000 users in
Fall 1998. The new Treasury Internet
architecture demonstrated its
ability to support an immediate
8-fold increase in amount of
traffic, with sufficient margin for
future growth.

and its $150M in annual sales
for telecommunications, Internet,
software, and security services to
U.S. Treasury. Our staff worked
directly with TCS Network Operations
Center(s) staff, and logistics teams
located at AT&T, Sprint, Qwest, and
Verizon.
Federal Aviation
Administration Free Flight Program
Our staff provided management
support for transitioning five air
traffic control programs (AUA-500
organization) into this new
Cabinet-level FAA Agency. Our staff
were responsible for IT security,
data distribution policy issues, and
establishment of e-mail services for
this new organization.
EDGAR System Contract Support
Our staff, under a contract with
SEC through TRW, provided a security
assessment of the Security and
Exchange Commission’s (SEC’s) EDGAR
system (the system that handles all
publicly-traded corporate filings in
the US). We documented the security
features and shortfalls of dial-up
and Internet security methods used
within the system, designed
approaches for securing forms
submitted for the SEC, and enhanced
its interfaces for third-party
providers (VARs).

technical expertise for a major PKI
initiative, as well as development
and deployment of an integrated
password and account management

• January, 2004: retained by General Dynamics Corp. in a
Federal District Court Case involving Low Earth Orbit Satellites
(LEOS).
• December, 2003, retained by ITC DeltaCom in Federal
District Court Case in Miami regarding FCC de-tariffing of long
distance services and international wireless termination rates.
• November, 2003-present: Retained by Department of Justice,
Tax Division, in eight separate cases, four in the U.S. Federal
District Courts, and four in the U.S. Court of Claims, involving
telecommunications services, contract tariffs, and federal
excise taxes.
• June, 2003: PASCOM vs Nationwide Insurance. Appraised the
market value fire damaged fixed wireless equipment in an
arbitration proceeding. Subsequently retained as an expert
witness and deposed in a case that was settled by arbitration in
October, 2004.
• May, 2001-September, 2002, valuations of assets of NOS
Communications of Las Vegas, NV, in connection with pending
litigation.
• Retained by Office if Chief Counsel, Internal Revenue
Service, in case against AT&T & GTE Wireless re wireless company
contracts and wireless industry churn rates, June, 2000-July,
2001. Case settled.
• Deposed in case involving AirTouch Wireless, 1997.
• California Tax Board, San Francisco, December 4 & 5, 1997,
and July 13 & 14, 1998, concerning tax issues associated with
Viacom’s cable TV systems and Viacom’s purchase of Paramount
Studios.
• Deposed in a case against United Cable, January 18, 1990,
re value of minority ownership in the Baltimore, MD, cable TV
